Combine flour, baking powder, NESTLÉ Sweetened Condensed Milk, cardamom, vanilla powder, cocoa, butter and eggs in a bowl of an electric mixer.
Beat on low speed until all ingredients are combined, then beat on medium speed for 4-5 minutes or until mixture is smooth and changes color.
Turn the mixture into a greased 25cm round baking tin and bake in 170°C preheated oven for 1 hour or until a skewer inserted comes out clean. Turn out and leave to cool.
To prepare the toffee topping:
Stir the sugar over medium heat in a pan until it turns golden in color. Stir in the butter and NESTLÉ Cream and cook stirring for 2-3 minutes. Remove from heat.
Spread the toffee topping evenly on top of the cake and chill.
