Mix the softened butter with the sugar in a bowl by hand, until the ingredients are evenly distributed. Add eggs one at a time with consistent mixing.
Add the flour, cocoa powder and grated lemon zest to form a dough. Press the dough together into a bawl, and then knead it lightly, pressing with hands until the dough is smooth. Cover and chill for half an hour.
To make the filling: place NESTLÉ Sweetened Condensed Milk, and chocolate in a sauce pan, stir consistently on low heat until chocolate is melted. Set aside to cool into a room temperature.
Sprinkle the dough with flour and place it between two sheets of greaseproof paper, then gently roll it between the papers into a 3mm thick using a rolling pin.
Cut out shapes with cookie cutter. Put 1 cm apart on greased baking sheets. Bake at 180˚C preheated oven, for 10-12 minutes or until firm.
Remove the cookies gently on a wire rack to cool.
Spoon the filling on half quantity of the petit fours, and cover with the remaining half.
Dust the petit fours with icing sugar to serve.
